Arnhem already had an environmental zone for trucks, but today it has become known that the municipality of the Gelderland capital also bans older diesels. From 2019 onwards, diesel passenger cars with a date of first authorization that are before 1 January 2004 may no longer enter the center of Arnhem. The measure would take 800 cars. This means that the remaining 90% (for soot: 83%) may still be emitted. This is partly due to diesel cars on which a nitrogen dioxide-raising soot filter is mounted. The majority of cars emitted diesel fuels is still still inhaled by the occupant of Arnhem's inner city, who is getting along little with this measure. In addition, it is unknown how the researchers arrived at that 10%. Furthermore, other sources are important for diesel emissions, which, although falling quickly, cannot be limited by a traffic sign with the text environmental zone.

Motorist again simple target

Working on healthy air is fine, even the biggest environmental zone will admit it. But Arnhem also chooses the easiest way: that of a non-functioning environmental zone instead of an intervention that causes the city center of Arnhem to be car-free and a traffic circulation system is set up a la Groningen, with excellent parking facilities. In this way equality is created between private owners of younger diesels and older diesels, who all drive approved cars and pay MRB. In addition: the diesel car no longer has the largest share of soot emissions. But, as is so often the case, motorists are once again the simplest instrument in the environmental story. No effect.

Research into environmental zones elsewhere

In the meantime, it appears that Leiden and Nijmegen are also conducting research into establishing environmental zones. Together with various dossiers and the newly announced rule in Arnhem, one case emerges crystal clear: as long as environmental zoning is not regulated nationally, municipalities can continue to take their decentralized course in terms of mobility. Fragmentation is taking place that produces nothing but a gap in the local budget. More importantly, the population is not getting along with environmental zones. Certainly not as long as the traffic intensity increases and pollutes in a way that is also harmful to health. Unfortunately, the municipality of Arnhem is the next in the long line of stakeholders who believe in the environmental zone table. It has also announced that it wants to make agreements with the new government on additional measures.
