Conditions MRB transitional arrangement in force again on 1 December

Owners who are in the transitional arrangement for motor vehicles are not allowed to use the public road from 1 December. The scheme is now known, but we would like to emphasize that its conditions will be up-to-date again from 1 December.

The month of December 2021 still falls under the MRB transitional arrangement of the current calendar year. This also applies if someone has made use of the transitional arrangement this year and wishes to waive the 2022 transitional arrangement. In that case, the owner is not allowed to use the public road in the current month of December. The last month of this year is part of the 2021 fiscal period, which in terms of transitional arrangements applies to vehicles with a first admission date from January 1, 1980 to January 1, 1988.


The fiscal period 2022 applies in terms of transitional arrangement for eligible vehicles with a date of first admission from 1 January 1981 to 1 January 1988. Anyone who is not yet part of the transitional arrangement, but wants to make use of it in 2022, can register before 31 December 2021 at the tax authorities. In that case, the classic car is not allowed on the road in January and February 2022, as well as in December 2022. Parking on public land is also out of the question. More conditions apply.

Transitional arrangement and insurance: minimum liability insurance obligation

When the owner makes use of the transitional arrangement, the license plate of the vehicle is 'actively' registered with the RDW and the Motor Vehicle Liability Insurance Act (WAM) is in force. As a result, you are obliged to keep the old-timer insured for at least third-party liability in the winter months concerned. The fact that the public road may not be used does not relieve the owner of the insurance obligation. At present, the WAM only has an exception for vehicles that are suspended.

Event arrangement in transitional arrangement

Those who use the transitional arrangement and continue it in 2022 may use the old-timer for a maximum of two days during the next three "restriction months". The event must be approved by the tax authorities and be notified by its organizer. For the purpose of the MOT inspection during the winter regulation, the vehicle may be used for a day to drive to and from the inspection station. This is not at the expense of the two days allowed.

Re-use the transitional arrangement? Pay 1 bill before January 2022, but prefer immediately

Incidentally, the Tax and Customs Administration has, in its own words, sent the bills in relation to the transitional arrangement for 2022. The notes must before January 1, 2022 have been paid, whereby the advice is given to appearance to pay a few weeks before the turn of the year. Owners of a vehicle subject to the conditions that was first put into use before 1 January 1988, and with a first admission date less than 130 years ago, will therefore also be eligible for the scheme next year. In that case, the owner pays an MRB rate of a maximum of €XNUMX. The Tax Authorities advise participants who have not yet received an invoice by mid-December to contact the Belasting Telefoon Auto.

2022: not on the road for three months and not public parking

In January, February and December 2022, the petrol vehicle is not allowed on public roads in the transitional arrangement. Parking in a public place is also prohibited. Motor vehicles on diesel and LPG do not qualify for the transitional arrangement, regardless of age, with the exception of buses and trucks not used for commercial purposes. Owners pay the full rate for this, unless the license plate is suspended. Motor vehicles of forty years and older are exempt from MRB, regardless of fuel type.

For the first time, register the transitional arrangement for petrol vehicles

Owners who have not previously participated in the transitional arrangement for petrol vehicles - but who wish to do so - must register their vehicle with the Tax Authorities before 31 December. The Tax and Customs Administration has the relevant forms for this online and available. Incidentally, the owners of vehicles that qualify for the transitional arrangement that are not yet participating have not received an assessment from the Tax Authorities. For the record: we have inquired with the tax authorities about the application deadline. The Tax and Customs Administration has confirmed that the registration for participation in the 2022 transitional arrangement will be submitted by the Tax and Customs Administration by 31 December of this year at the latest. must have been received. It is also recommended that you contact them to check whether the application has been received in good order.

Stop participating in the transitional arrangement for petrol vehicles?

If someone in 2022 no longer wants to participate in the scheme, then they do not have to pay the bill. In the course of January 2022 the owners in question will receive an invoice with the normal rate for the motor vehicle tax.

    • My Saab 900 from October 1988 is 10 months too young and will never be able to use this arrangement. So it continues to pay full price until it is 40. (I have been paying the full road tax rate for this car for 33 years now)
