That MMBS scheme, that's a strange thing. Because now every 16 year-old Mercedes can drive.
The RDW puts it this way:
Limited-speed motor vehicle (MMBS)
A motor vehicle with a limited speed (MMBS) is a motor vehicle that is intended for carrying out specific work and does not require a license plate. The RDW is regularly asked whether an existing passenger car can be converted into MMBS.

However, this does not mean that you can go on public roads with this converted vehicle. The RDW can only approve the vehicle and cannot check whether you are using the vehicle for which it is intended.
The vehicle must in fact meet the definition as set out in the Vehicle Regulations:

Usage requirements

Better conversion to mmbs 45 km. The law says that with a mmbs 25 km you do not need a driver's license but the insurance requires a moped driver's license. And a moped driving license is also the requirement to be allowed to drive an 45 km vehicle.
