The Car Interests Foundation has unveiled a number of new and spicy facts in Groningen this week. We spoke to Hans Horwitz and Wouter van Embden. They told us the following: “At the start of 2013, there were agreements between the old-timer alliance and the Ministry of Finance. There would also be a transitional arrangement for diesel and LPG old-timers. Those agreements were completely reversed by the Ministry. ”We also had access to new calculations from the Foundation with regard to the revenue from the MRB scheme. These figures show that the revenues are by no means related to the results that Eric Wiebes presented last spring.

In April 2015, Secretary of State Eric Wiebes announced the proceeds of the old-timer scheme. They would amount to a total of 123 million Euros. According to the Ministry, 82 million was accounted for by the changed vehicle fleet. This arose as a result of the replacement demand that would have occurred as a result of the abolished MRB exemption for the category taxed per 1 January 2014.
The Car Interests Foundation has now calculated that this series in 2014 only nine million euros yielded.

MRB income with old-timer owners continues to decline
In addition, it was calculated that the MRB income from old-timer owners in 2015 will decrease by seven million euros. The possession of cars between 0 and 25 year-by old-timer owners is included. As expected, the figures show a different picture than Wiebes predicted in April. The Autobelangen Foundation submitted a WOB request to view Wiebes' calculations. On the last possible response day, the Ministry of Finance came with an answer. That was a copy of documents that were sent to the House. Wouter van Embden's club then decided to take action itself and the results mentioned were calculated.

Subsequently, in a hearing by the Ministry of Finance on 4 September 2015, the substitution effects (revenues from so-called replacement demand) were discussed. The Ministry reported that these are difficult to determine. Therefore, they are not based on individual data, but on estimates and assumptions. “And a replacement demand of 70.000 cars has been assumed. A behavioral effect that can never add up. An effect, moreover, that has now suddenly been used to color the figures. In any case, we have shown that the revenues are a fraction ”, says Van Embden.

In relation to the prelude to the current MRB regulation, Wouter van Embden revealed another spicy fact. A source directly involved indicated that there were indeed agreements with the Ministry of Finance for a transitional arrangement for old-timers on Diesel and LPG. “They were simply reversed. And suddenly the alliance got the knife on the throat. In this way, the current regulation was largely pushed through. ”In particular, the commitments and agreements that have not been honored cast a curious shadow on the realization of the current situation. If they had been complied with, expensive processes would have been superfluous. And the costs of implementing the amended rules could have been spent on completely different things.

Old-timer owner does not buy anything for haggling
The consequences of the scheme have been meticulously demonstrated by Stichting Autobelangen for at least two and a half years. In 2009, politics turned out to be receptive to it. It adjusted its young-timer policy based on the figures of the Foundation - after long negotiations - after all. The latest developments justify a repeat of a policy review in the area of ​​MRB. Oldtimer owners who have been taxed since 1 in January 2014 are entitled to it. They do not buy anything for the consequences of haggling and lust for power, but are entitled to a fair and well-founded arrangement. The Amendment by Vliet is a wonderful example of this.

Bring in all those fortune-seekers, who get everything as a gift from RUTTE EN CO, such as free medical treatment, while we get an increase in the deductible every year. So: how do we get them voted out?
