The owner Joop Piersma is gilded with his special property. The City-EL: an electrically powered car? Or is it a moped? It depends on the registration for this vehicle. As a 'car' it has a top speed of over 60 km per hour. That is not exactly safe and completely taboo on a highway.

The choice is easy for Joop. As a moped with a maximum speed of 45 km per hour, the City-EL can be used as a single vehicle. Joop can use it for short distances in the countryside with little traffic, where there is a lot of space on the small roads. He told about the wide view. The hood is made of vinyl and in sunny weather the side windows can be rolled up. Then the view is beautiful. The entire roof can even be removed and you can drive in a real convertible.
When Joop parks, he is often approached and asked about the details of his 'covered' moped. He then really takes extra time to provide that information. That there is attention for his special City-EL is a bonus for him. He does not pay road tax (because it is not necessary) and parking fees. So there are no disadvantages for him to own his electric vehicle. The City-EL generates friendly reactions from people and Joop happily participates in the energy revolution. Can it be more beautiful?
