A few politically involved parties showed independently today that they still have to take significant steps with regard to the oldtimer problem. The CPB surprised today by refusing to give Vrijstellingoldtimer.nl access. Wouter van Embden cs wanted to see the calculation of the consequences that ensue from the 40-year compromise, but got no response. Shortly after that news, Melanie Schultz van Haegen delivered a nice performance in the National Auto Show of BNR, which she overshadowed with a mediocre argument about the old-timer file.

 

A quarter of a billion is a unit of account
In particular, the negative response of the Centraal Planbureau to Vrijstellingoldtimer.nl not to provide insight into the structure of the calculation of the tax revenues from the 40-year compromise is striking. The part of the Ministry of Economic Affairs - which deals with economic analyzes and forecasts - seems to realize that not assessing behavioral consequences with regard to financial measures costs a lot of money, especially in the old-timer file. Wouter van Embden et al. Wondered why the CPB is talking about a quarter of a billion instead of the estimated € 137 million in revenue from the 40 year compromise. The CPB replied that a quarter of a billion is a unit of account that cannot be considered as an amount of € 250 million. However, the unit of account is included in the estimates. That is confusing and difficult to draw up policy.

 

Still inspection
Vrijstellingoldtimer.nl also requires inspection of the calculations. This is done by one WOB request to be submitted: a request for the calculations to be made public. The CPB - as a government-funded governmental body - also has that duty. The Planning Office also sends a signal with the refusal: It is probably already known that the calculations will be fully invalidated and that is why the organization is now trying to save time. Incidentally, it is unclear whether the Central Planning Bureau itself made the calculations or whether the figures were supplied by the Ministry of Finance.


On the shovel

Shortly after the “CPB refusal” became known, Minister Melanie Schulz Van Haegen was a guest at the National Motor Show of the BNR to explain the mobility part of the Budget Memorandum. She did fine, but that performance was overshadowed by a less strong argument about the old-timer file. In the broadcast presented by Wouter Karssen and Meindert Schut, the Minister of Infrastructure and the Environment stated that - without specifying it in those terms - the Van Vliet Amendment in the Budget Memorandum will be overhauled because of the Diesels. “Because we have made an exception for petrol vehicles (older than 26 years) (she refers to the quarterly MRB rate for storage in the winter months-EvP). But for Diesels we want MRB because we need it for other measures against pollution, especially in urban areas. ” She also indicated that this category caused costs, without going into more detail. And with LPG cars she talked about “a lot of kilometers” but the age limit was not taken into account. Finally, she said that the 40-year compromise distinguishes between genuine old-timers and the younger old-timers she describes as “old bins”. It is precisely this comment that shows how the problem is underestimated.

 

Other reporting
Incidentally, the minister did not mention that 75% of old-timers under the age of 40 drive little or very little. She also said nothing about the fact - as Wouter Karssen more or less indicated - that there are also many beautiful young timers. Furthermore, Schultz van Haegen overlooked the fact that the Amendment van Vliet has already been correcting the import of the Diesels it is offending. If she had been aware of that knowledge, the Minister - as the CPB should have done - probably would have released reports with a completely different content on Friday 20 September 2013.

  1. Google agrees “Don't steal, the government won't tolerate competition”. You can also order this text at funliner.nl and paste it under your rear license plate. I pasted this text under the number plate of my Volvo V70 diesel. At least 1530 kilos, so 1600 euros per year! In addition, I have a nice MB 249 diesel (an old box follow that hat Schulz) of 1350 kilos. So in 2014 that will be just under 3000 euros per year road tax / Motor vehicle tax / Ownership tax (what is it actually?). This causes the tax to overflow, which is why we are going to emigrate to Germany. That saves us a monthly salary per year! Thanks to Mark and Diederik!

  2. Real oldtimers, they don't drive 10.000km a year !!!!
    So government stay on the ball. Please
    Cars are MOT inspected, then the odometer reading is also recorded.
    There you can check how much is driven per year.
    Hang a seal on the clock and the container with a number and you're done.
    And then make people pay who drive a lot with their old DIESEL.
    Because that's what it's all about, those are the polluters.

    We already pay way too much for the fuel, we are a EUROPE anyway.
    But in Belgium and Germany, petrol is € 0,30 - cheaper!
    And that's a strange thing.

    You budget for people who earn a lot of money.
    Well, they DESERVE getting too much for what they do.
    Drive fat cars, and fill their pockets.

    That's my point of view.

  3. Erik, is that right qoute? ' Petrol cars, younger than 26 "? That she speaks about old bins is right, they are the aim of the regulation, but it is precisely the distinction between the old bins and the classics of 26 years and older that we miss. The same group of motorists will possibly switch to "old bins" of 40 years and just as happily stamp kilometers
